Obituary

Mr. Kevin Clarke, a distinguished and dedicated public servant, passed away on January 31, 2026, at the age of 67. Born on September 12, 1958, he devoted his life to service, both in the United States Navy and in subsequent civilian roles, leaving a lasting legacy of leadership and commitment to excellence.

Mr. Clarke's illustrious career began with his enlistment in the Navy, where he served with distinction as a Senior Chief Journalist, culminating in his retirement in June 1996 after 20 years of dedicated service. His broadcasting assignments took him across the globe, including postings at the Navy Broadcasting Service Detachments in Keflavik, Iceland; Diego Garcia; and Sasebo, Japan. Additionally, he held leadership roles as Officer in Charge of detachments in Dhahran, Saudi Arabia, and Adak, Alaska. Throughout his naval career, Mr. Clarke exemplified professionalism in public affairs, contributing significantly as Marketing and Communication Manager for Navy Recruiting District Albany in New York, Speech Writer and Assistant Public Affairs Officer for the Commander, Submarine Force U.S. Pacific Fleet in Pearl Harbor, Hawaii, and Senior Staff Journalist for Commander, Naval Base San Diego in California.

After leaving active duty, Mr. Clarke transitioned into a successful civilian career. He served as Public Relations Manager for the U.S. Naval Institute in Annapolis, Maryland, from 1998 to 2000, followed by a role as Senior Public Relations Representative for Electronic Data Systems in Herndon, Virginia, and San Diego between 2000 and 2006. His professional journey continued as he joined Booz Allen Hamilton in San Diego from 2006 to 2011.

In March 2011, Mr. Clarke accepted a position as a U.S. Government civilian employee, taking on the responsibilities of Public Affairs operations, plans, and policies officer for Commander, U.S. Naval Forces Japan/Navy Region Japan. He played a pivotal role in the planning and execution of vital military exercises, government-to-government military exchanges, and real-world operations, including his noteworthy contributions to Operation Tomodachi, the U.S. military's response to the Great East Japan Earthquake in March 2011.

Mr. Clarke's enduring impact on the communities he served was evident when he took on the role of public affairs officer for Naval Air Station Kingsville in September 2015. His guidance was instrumental in shaping the command’s community, media, and public relations efforts. Notable achievements during his tenure include orchestrating the air station's 75th anniversary ceremony and celebration in July 2016, overseeing the dedication of Hangar Four in honor of CDR Everett Alvarez in 2017, and facilitating the creation of the Hall of Heroes in the Ground Training Facility in 2020.

His exemplary service culminated in April 2023 when Mr. Clarke became the Community Plans Liaison Officer at NAS Kingsville, a role he held until his retirement was officially recognized in December 2025.

Mr. Clarke was known for his love of cooking, often delighting family and friends with his culinary skills. His passion for life extended to golfing, where he enjoyed both the camaraderie of fellow players and the beauty of the courses. A committed member of the Elks, he engaged in various community activities, particularly those that supported veterans and citizens in need. He took great pride in building ramps, ensuring accessibility for those who required assistance.

Beyond his community service, Kevin had a deep affection for the Navy League, where he contributed his time and efforts to support naval families and promote maritime education. He was also known for his storytelling prowess, often sharing hunting tales with friends, painting vivid pictures of his experiences in the great outdoors.

Mr. Clarke is remembered not only for his professional accomplishments but also for the values he embodied: integrity, dedication, and an unwavering commitment to the service and community. His legacy will inspire future generations of servicemen and women.

Among those left to cherish his memory are his wife, Laura Foster Clarke of Coronado, CA; children, David, Avery (Kelsey), and Devan; brother, William Clarke of Port Orange FL; and numerous nieces, nephews, great nieces, and great nephews.

The family will receive condolences from 3:00 PM to 7:00 PM on Friday February 20, 2026; with military honors to begin at 6:00 PM, followed by a celebration of life. Services will conclude that evening.
